CAPT Billy Collins is a commissioned officer in the U.S. Public Health Service and is currently serving as Chief Medical Officer for the Chief Kina Health Clinic with the Indian Health Service. CAPT Collins served as Associate Investigator and Director of Clinical Services at the NIH, and Site Director of Research for the Defense & Veterans Brain Injury Center at Fort Liberty, NC. Billy earned a Bachelor of Science degree from the University of Texas Medical Branch, a Master of Science degree from East Carolina University, and a Doctor of Health Sciences degree from Nova Southeastern University.
